A new design-build-maintain freeway project is planned in Phoenix, Arizona and the Fluor joint venture is leading it. The package of works was granted by the Arizona Department of Transportation (ADOT) and is for the South Mountain Freeway Loop 202. It will also be first design-build and maintenance project from ADOT as well as being the largest highway project in the history of Arizona.This freeway project will be the first one passing through Arizona’s public-private-partnership statute. In the first quarter of 2016, Fluor will book this project. Investment of this project is raised by a combination of Highway User Revenue Fund revenues, Regional Area Road Fund revenues and federal funds devoted to ADOT and the Maricopa County area. With a combination of available public funds from tax-exempt bonds and sales tax revenues, ADOT will fund the project’s capital costs.
The Connect 202 Partners joint venture, is a design-build-maintain partnership including Fluor Enterprises, Ames Construction, Granite Construction, the lead designer Parsons Brinckerhoff, and DBi Services, the joint maintenance partner. Fluor and DBi Services will maintain the lanes for 30 years under the supervision from ADOT.
With four lanes in each direction, the South Mountain Freeway Loop 202 Project will deliver 35km improved mobility when it is completed. Three lanes are for general use and one is an HOV lane. The project will also feature includes rubberised asphalt. With the lanes opening in early 2020, major construction is expected to commence in 2016.
